Wilson is the Mayor of Koboko Municipal Council, an urban Local Government in Uganda – a position he was elected into by popular vote. He is also the vice chairperson of Urban Authorities Association of Uganda (UAAU), a body that bring together all urban authorities in Uganda.
Uganda’s refugee policy is lauded as one of the most progressive in the world; it is opening its borders to refugees irrespective of nationality or ethnic affiliation and grants them amongst others access to public services including health and education, land to settle and cultivate, right to seek employment, to set up a business, and freedom of movement. The challenge lies with refugees who have left the refugee settlements and moved to the urban areas. The Government of Uganda and UNHCR consider them as self- sustaining, and as such do no longer cater for their needs.
